Abstract：Objective To understand the impact of the new mechanism on the public welfare policy of public hospitals, and to provide empirical evidence and reference for further deepening the reform of the medical and health system and comprehensively promoting the comprehensive reform of public hospitals. Methods Selfmade questionnaire was used combined with expert opinions to constructthe evaluation index system of the new economic operation mechanism of public hospitals, and panel regression analysis was carried out on the factors affecting the public welfare of public hospitals (mainly the problems of "difficult to see a doctor" and "expensive to see a doctor"). Results Although there is a certain gap between solving the problems of "difficult to see a doctor" and "expensive to see a doctor" and the actual operation results, the public welfare policy expectation of public hospitals has been realized on the whole. Conclusion In order to further consolidate the new mechanism of non-profit economic operation of public hospitals and promote the construction of modern hospital management system, we should strengthen budget management, cost control and salary reform to increase the income of medical workers from technical services, mobilize the enthusiasm of employees, improve social satisfaction, change the operation mechanism, and realize the policy expectations in an orderly manner.
