Abstract:Objective To evaluate health resources input-output efficiency of 11 prefecture-level cities in Zhejiang Province and provide references for improving synthetic allocation efficiency. Methods Selected input-output key indicators, and used BCC model and SE-DEA model to evaluate efficiency, established Tobit Model to analyze influence factors of synthetic efficiency value. Results The average value of comprehensive efficiency of 11 prefecture-level cities was 0.956, pure technical efficiency value was 0.979, scale efficiency value was 0.976. There were 6 DEA efficient cities, the comprehensive efficiency values are Ningbo(1.292),Jiaxing(1.154), Taizhou(1.088), Quzhou(1.041), Jinhua(1.032),Huzhou(1.002). Hangzhou and Zhoushan are the 2 pure technical efficient cities among 5 Non-DEA efficient cities. Hangzhou is in the phase of decreasing returns to scale, and Zhoushan is in the phase of increasing returns to scale. Wenzhou,Shaoshing, Lishui are the three Non-DEA effective prefecture-level cities which the technical efficiency and scale efficiency are both less than 1. They are positively correlated relationship between health resources allocation comprehensive efficiency and the the proportion of general account for the total number of hospital. Conclusion The total health resources allocation efficiency of Zhejiang Province was higher, but there also existed regional difference. The health resources development scale should be reasonably adjusted and the regional health planning should be made scientifically in order to improve allocation efficiency.
