| Urgent need to be exerted of tiered-network healthcare policy to build a comprehensive well-off society in China |

Abstract Overall health is an inherent part of building a well-off society in an all-round way. The tiered-network healthcare policy system has been proved to be an important way in ensuring overall health, especially in the underdeveloped areas such as rural areas, remote areas and border This paper explained the nature and characteristics of the comprehensive well-off society and its relationship with the tiered-network healthcare policy, and considered that the improvement of the tiered-network healthcare policy system was the basic guarantee for China to promote a comprehensive well-off society. In order to ensure the "fairness principle" and "efficiency principle" of China's medical system in the process of a well-off society in an all-round way, we explored the direction and position of the construction of the tiered-network healthcare policy in China from the perspective of relationship construction, value construction and trust construction, and put forward the road selection, equilibrium game of the main bodies, digital technology embedding, the innovation of payment mode, service capacity improvement, and the implementation of family physicians’ service.
