Abstract Objective To learn about the change of outpatients′ visit behavior status, to analyze the reason, and to provide reference for guiding patients′ visit behavior around HSR. Methods Using the data of the 4th China National Health Services Survey in 2008 and Health System Reform evaluation survey in 2011, we analyzed the change and influencing factors associated with outpatients′ visit behavior. Results Three years after HSR, more outpatients saw doctors at basic institutions. Conclusion The policy of HSR is good for more outpatients visit at basic institutions, but further consideration about how to make outpatients stay in basic institutions should be considered.
