Abstract Objective To analyze the main problems faced in our health-care grading system and provide countermeasures.Methods Literature review and policy analysis were used to analyze the implementation of health-care grading system from multiple angles.Results The top-level design of health-care grading system is not perfect,the soft power of the primary medical institutions needs to be improved, the role of economic leverage has not been exerted, the social rules for solving the problem of “difficult and expensive to see a doctor” have not been established,and the concept of medical treatment needs to be changed.Conclusion The implementation of health-care grading system is not going well,needs to prudently advance it as a systematic project.
